When you apply to register a Notice to Lapse (i.e. interest registration with interest type 'Notice - Lapse Procedure Commenced'), fees are applied at the interest level.  However, through the registration process, fees are charged at the share level, sometimes resulting in higher fees.  While you will still need to pay fees based on each share at the time of your transaction, you can apply for the fees to be mitigated back to the interest level after the transaction registers.
