Fee Mitigation – Consolidation

If a smaller portion of adjoining land is consolidated with an existing (source) parcel to create a new (target) larger parcel, fee mitigation may apply.

To qualify for fee mitigation, the following conditions apply:

  1. The Plan of Survey must indicate that a portion of adjoining land has been added to the source parcel to create the new (target) parcel.

  2. The Transform Affidavit of Value must clearly explain why the new (target) parcel qualifies for fee mitigation.  Alternatively, a document explaining the basis for the fee mitigation request can be included as an authorization.

  3. The Transform Affidavit of Value must reflect the full value of the new (target) parcel. The Transform Affidavit of Value must also reflect the value of the adjoining parcel(s) being added.  It needs to include a statement like the following: “For purposes of fee mitigation, the value of the ‘new parcel #’ is $______ but the value of the newly acquired lands are $______“.

  4. Full fees are to be paid up front on the new parcel and mitigation is applied after the packet has been processed through a refund of the extra fees.
