FAQs for Land Registry Customers

The following Frequently Asked Questions (FAQs) are for Land Registry customers using the Document Storage Library when submitting interest registration or interest amendment applications to ISC.

What is the Document Storage Library?
ISC’s Document Storage Library (DSL) centrally stores Financial Institutions’ standard mortgage and lease documents. This allows you to be able to simply reference a document’s unique DSL number in your interest registration and interest amendment applications, instead of being required to attach the full document each time.

How will the Document Storage Library make packet submissions more efficient for me?
By simply referencing a standard document by its DSL number in your application, you will save time by no longer being required to fax or scan the entire document and re-submit it each time you complete an application.

How can I access the Document Storage Library? 
Please see the Launching the Document Storage Library page for more information on how to log in to the ISC website and access the Document Storage Library.

Which types of applications can I use the Document Storage Library for?
You can use the Document Storage Library when completing your interest registrations and interest amendments using Online Submissions (OLS). Please see the Registering or Amending an Interest page for more information on how to submit both of these application types using Document Storage Library.

What types of documents are stored in the Document Storage Library?
The Document Storage Library contains standard terms and conditions for mortgages and leases.

Who can store documents in the Document Storage Library?
Financial institutions such as banks and credit unions can store documents in the Document Storage Library.

How can I find a document in the Document Storage Library?  
Please see the Searching for a Document page for more information on how to search for a document in the Document Storage Library.

Who can search for documents in the Document Storage Library?
Anyone who logs on to the ISC website can search for documents in the Document Storage Library.

Why can’t I find the document I'm searching for in the Document Storage Library?
Documents are being stored in the Document Storage Library in a phased approach. If the document you require is not yet stored in the Document Storage Library, it will not have a DSL number and you will need to attach the full document to your application.

Is there a fee to search for documents stored in the Document Storage Library? 
No, there is no fee to search for documents in the Document Storage Library.

Is there a fee to request a copy of a document?
There is no fee to receive a copy of a document by email. However, if you request a document be mailed to you in paper or CD-ROM format or faxed to you, then fees will apply.

Can I print a document from the Document Storage Library? 
Yes, you can print a document stored in the Document Storage Library at no charge. After you have opened the document by clicking on the Eye icon, click on the Print button to print the document.

Do DSL numbers have a specific format? 
Yes, DSL numbers are twelve characters in total, consisting of two digits for the year, followed by the letters "DSL", followed by seven digits. For example: 13DSL1234567.

Are DSL numbers case sensitive? 
No, they are not case sensitive.

Are any two DSL numbers alike?
No, ISC assigns each document in the Document Storage Library its own unique DSL number.

What happens if I register a packet using the wrong DSL number for the wrong standard terms? 
If your packet is registered with the wrong standard terms, you will be required to complete an interest amendment. Please see the DSL for Interest Amendments page for more information on how to complete an interest amendment.

What happens if a Financial Institution amends a document stored in the Document Storage Library?
Financial Institutions are not able to amend their documents in the Document Storage Library and retain the existing DSL number. If they have a document requiring amendments, they must inactivate the original version of the document and store a new version in the DSL separately. This new version will be assigned a different DSL number, which you can use in your applications.  

If a document has been inactivated in the Document Storage Library, can I still use its DSL number on my new interest registration and/or interest amendment applications?
 
No, once a document has been inactivated in the Document Storage Library, it can no longer be used on any new interest registrations and/or interest amendments. However, the inactive document will still apply to any interest registrations and/or interest amendments that were in effect prior to the inactivation of the document.  Please note that on interest amendments, the inactivated DSL number can only be used to detach.

How will I know if a document has been inactivated in the Document Storage Library?
In Document Storage Library, the Status of a document will indicate that it is “Inactive”. If you enter the DSL number of an inactivated document in Online Submission (OLS), you will receive an error message indicating that, “The DSL number you entered is inactive and cannot be added to the packet”.

Am I required to use the Document Storage Library?
No, you are not required to use the Document Storage Library, although its usage is encouraged because it can provide you with convenience when you register or amend interests.
