Overview
We specialize in the development of software for the registry world. The company’s core product, RegSys, is used internationally to power modern, efficient registries. In 2017, the Ohio Secretary of State’s (SOS) Office selected us as the registry technology provider to replace its outdated Uniform Commercial Code (UCC) system with the RegSys solution.
Challenge
The Ohio Secretary of State’s Office is responsible for maintaining the UCC central filing system for the state. A legacy system was used to host Ohio’s UCC, which was expensive to operate and difficult to maintain. Improving the system was also challenging due to the high costs associated with implementing updates and a lack of resources. In addition, the legacy system had many deficiencies that were preventing the SOS Office from going fully online with all of its UCC services; this ultimately held them back from being able to improve the user experience.
Solution
To solve the challenges, and set a flexible platform for future improvements, ERS proposed a Software as a Service (SaaS) solution based on its flagship product, RegSys. As a tried and tested registry solution, RegSys had all the components required to meet the needs of the SOS Office. The system implementation included:
- RegSys Customer Portal - An online portal for customers to submit and search filings.
- RegSys Back Office Portal - An internal processing portal to allow SOS Office staff to maintain and process filings.
- RegSys Public API - A public Application Programming Interface (API) that can be used to expose services to third parties such as XML filing agents.
RegSys was configured to provide all of the UCC services in alignment with the International Association of Commercial Administrators (IACA) filing chart requirements. It was important that the new system was not only intuitive to improve the experience for customers, but that it was also fully compliant with the laws and standards set out by the UCC community.
As part of the SaaS offering, the core system is constantly maintained and upgraded by ERS, so the SOS Office will always have the newest updates without needing to schedule or request the service. In addition to offering a robust, scalable and maintainable technical platform, the RegSys implementation contains several features new from the legacy system: Fully automated UCC11 search results and delivery. The ability to watch and monitor for new debtor records matching a name. Compliant with WCAAG 2.0 AA guidelines to ensure full accessibility. XML attachments to enable completely electronic filings for all users. Improved user interface.

Solution
The Regulator adopted a cloud-based deployment of RegSys to provide a fully integrated registry platform to support business operations. RegSys provided the ideal solution with out of the box modules that were configured and customized to fulfil the requirements of the Regulator. RegSys solution highlights include:
- Configuration providing full digital capabilities to the Regulator, delivering online registration, reporting and compliance through an IT system that is fully compliant with the Charities Act 2009.
- A complete range of integrated components based on a modern service-oriented architecture with the ability to integrate with third-party applications through SOAP and REST based APIs.
- Customization of the RegSys Customer Services Portal module to deliver full charity lifecycle management through a secure and intuitive user interface, giving administrators an efficient channel to communicate with the Regulator and complete their legal reporting obligations.
- Deployment of a comprehensive Back Office module to support the oversight of automated processing, manual processing and reporting in a controlled environment with full audit capability.
- Fully integrated Enforcement module deployed to facilitate issuing of reminders to charities of their filing obligations and identification of charities that are not in compliance.

Project
RegSys is designed to accelerate the implementation process and ensures that the delivered solution is fit for purpose. Implementation of the Ohio UCC project started in April 2017 and was completed in July 2017.
The system was deployed in the Microsoft Azure cloud. A cloud-based infrastructure was the most cost-effective network option that also provides the SOS Office with on-demand scalability. The network was designed with security in mind and was fully tested and certified before launching.
The project also involved the migration of all existing UCC data from the legacy system.
